Add Residential Proxies section with Decodo recommendations

This PR adds a new 'Residential Proxies' section to the README with information about Decodo, a comprehensive residential proxy service.

Changes include:
- New section '## Residential Proxies' added between VPNs and Web Browser sections
- Introduction to Decodo with 40M+ IPs across 195+ locations
- Features: rotating/sticky sessions, HTTP/HTTPS/SOCKS5 support, user management, IP whitelisting
- Free trial information: 3-day trial with 100MB of traffic
- Account verification note: Helpful tip for bypassing account verification popup
- ProxySwitch Omega compatibility note: Works well with ProxySwitch Omega Chrome extension
