Create a setting config file that allows creating events with a start and stop datetime values and source directory to be used for the event.

Example settings config

directory: /home/user/Pictures/wallpaper
duration: 1
events:
    halloween
        start: datetime
        stop: datetime
        directory: /home/user/Pictures/wallpaper/events/halloween
